International Standards for Phytosanitary Measures ISPM REPORT No.06‐42

今週、ノルウェーの植物検疫機関と何度かE メールを交わしました。その結果分かったことは:-

(1) 日本から同国向けの輸出貨物に使用する木製梱包材には、消毒証明書をつける必要がない。 (2) 輸入貨物の輸送に使用する木製梱包材に対する検疫検査は、現在殆ど行っていない。 (3) 規則上は「梱包木材は樹皮がないこと、害虫および虫孔がないこと、製材時に含水率20％以下のこと」。

農林水産省の植物防疫所Web サイトに「針葉樹製梱包材は植物検疫証明書(植物防疫所発行)を添付すること」と記載があります。 これはある意味で正しく、ある意味では不正確です。 つまり、針葉樹製梱包材、たとえば木製パレットをコンテナ一杯、商品として輸出する場合には、植物防疫所発行の植物検疫証明書が必要なのです。ただ、通常の輸出商品に使用する木製梱包材の場合には、上記（３）の原則を満たしているものならば、消毒証明書は必要なく、輸入の際に検査なども殆どないのです。 ノルウェー検疫局（Norwegian Food Safety Authority）アドバイザーMr. Willumsen のメールを紹介します。

略 Regarding import inspection of cargoes from Japan: Phytosanitary certificate is not required for wood packaging material actually in use in the transport of objects of all kinds. Even so, the wooden pallets or other wooden packaging materials must be stripped of its bark, and be free from grub holes caused by the genus Monochamus. In addition, the moisture content of the wood as a percentage of dry matter, must have been less than 20% at the time of manufacture. I can inform you that very few inspections have been carried out on wood packaging materials (dunnage included) used in imported shipments, but we will in the coming months intensify our inspections. Our main concern is that untreated wood of Coniferales used in production of wood packaging material may contain Pine Wood Nematode Phytosanitary certificates must accompany consignments of wood, included pallets, if the wood has been obtained from Castanea, Coniferales, Populus or Querqus, and corresponds with the following CN numbers: 441510, 441520. Consignments with pallets satisfying the standard for UIC pallets are excempt from the requirement for phytosanitary certificates. As I explained in my earlier answer, IPPC-marking is not necessary yet, but probably will be so during 2007.At present, no phytosanitary certificate is required for wood packaging material whether or not marked with the IPPC-mark described in ISPM 15. 略
