| 先週、4月3日付のISPM Report No.08-03 号にて、台湾では今年7月1日から開始予定であった木製梱包材の輸入規制を来年1月1日まで延期する可能性がある旨お伝えしました。当事務局では、台湾検疫当局に確認の問い合わせを入れていましたが、本日次のような回答がありました。 |
| Firstly, I would like to share with you that TPKM did not notify WTO and members the expected date of enforcement. TPKM will notified this matter following the requirement of WTO and provide reasonable period for members to follow. Secondly, after serious consideration within this Bureau, the enforcement date of ISPM 15 might be postpone until January 1, 2009. まず、台湾当局では貴方が言うようにWTO ならびにメンバー国に対して実施予定日を連絡しておりません。 この点、台湾当局としては、WTO要求事項に従って通知するとともにメンバー国に対し十分な準備期間を設けるようにいたします。 次に、当局として真剣な検討の結果、ISPM15の実施日は2009年1月1日まで延期されることになりそうです。 |

| Dear Sirs, Thank you for your kind reply on this matter. The trade and shipping circle in Japan is almost ready to comply with the new regulation at anytime. However, an ample preparation period will be much appreciated especially for the dunnage materials used in the containers and in the break bulk ships. The wooden dunnage materials are sometime very difficult to show the IPPC Markings on every piece as they are cut out from the treated lumbers on the spot. There seems to be a variation of practice among the countries how they apply the rule to the dunnage materials as follows:- (1) very strict requirement on every piece of dunnage....... Australia (2) if marking is difficult, a certificate can be acceptable..... Canada (3) up to the judgment of the quarantine inspectors ......... USA & many other countries (4) rule itself is not too strict .......................................... EU until end of 2007 In this connection, I would like to request your clarification on how you will be applying the rule to those dunnage materials. If the rule is too strict, shippers may choose to use the minimum dunnage materials which may cause damages to the cargoes or accidents during the containers transportation after the arrival. The shippers in Japan are very keen about the compliance to the quarantine regulation to the wooden packaging materials so that there will be no inconvenience to the customers in Taiwan like re-treatment or ship-back cases. We would very much appreciate your clarification on this matter so that we can give a proper guidance to the shippers in Japan. With kind regards, |
