| カリフォルニア州当局のホームページFAQ欄に3月17日付で新しい解釈が掲載されました。 この新解釈によれば、パレット、スキッド、木箱、透かし箱、コンテナなど貨物のハンドリング、仕分け、保管、輸送、運送などに使用する木製梱包材にはホルムアルデヒド規制規則は適用しないことになります。 また、輸送貨物の保護に使うダンネージや詰め物についても、規則の適用から外すことになりました。 コンプライアンス意識の高い日本の輸出産業界を悩ませてきたカリフォルニア州の合板規制は木製梱包材についてはひとまず一段落と考えてよいのでしょうか。 私は、今週は中国に出張中ですが、このニュースは、富士ゼロックス(株)の中山氏より連絡を受けました。同氏は、早い段階からこの規制が梱包材にも及ぷことに危機感を覚え、日本の関係業界になんとか早く周知させたいと努力なさっておられました。そうした観点から、加州当局のサイトを頻繁に検索しておられました。この、いち早くの情報ご提供に感謝いたします。 |

12. Is wood packaging(e.g., pallets, crates)subject to the ATCM? Since wood packaging may contain composite wood products(i.e., hardwood plywood, medium density fiberboard, and/or particleboard), wood packaging would be"finished goods" subject to the ATCM if one were to take a strict interpretation of the ATCM's definition of "fnished goods." However, it was not CARB's intent to regulate wood packaging as "finished goods." To be consistent with this intent and provide fairness to the regulated community, CARB staff interprets the ATCM as not applying to wood packaging. These products are not subject to any of the requirements of the ATCM. By "wood packaging" we mean pallets, skids, boxes, crates, and containers used for handling, sorting, storing, shipping, and transporting good. 13. How will packing material, such as "dunnage" or "offal" be considered in the ATCM? Packing material, also referred to as "dunnage", or "offal"("dunnage" or "offali" is essentially loose, waste material such as composite wood products that are used for packaging or covering shipments in order to protect cargo from damage during transport) is not considered a finished good and is not appropriate for deconstructive emissions testing. Hence, packing material of this type does not need to comply with the regulation. |
